Background:

Tom Papachristos is a Nielsen-Wurster Senior Associate and Mid-Atlantic Regional Manager. He has extensive management experience in diverse industries and project types. With over 23 years of experience as a construction professional, Mr. Papachristos possesses a broad background in all facets of Construction Reviews including delay analysis, fraud investigations, cost investigations, budget reviews and risk analysis.

He possesses industry specific domestic and international experience in heavy civil works, transportation facilities, rail projects, pipelines, high rise structures and manufacturing plants. Mr. Papachristos has comprehensive experience in forensic analysis, cost investigations, programming and budgeting analysis, risk analysis, process reviews, and fraud and misconduct investigations. He has performed Dispute Resolution, Management Consulting and Risk Management engagements for projects in the transportation, building, infrastructure and process industries on behalf of owners and contractors in the private and public sectors.

As an Engagement Manager on Dispute Resolution engagements, Mr. Papachristos leads and performs a variety of analyses involving schedule delay, disruption, acceleration, cost impact and extras claims, causation and responsibility, change orders, differing site conditions, productivity, termination and other issues. He has extensive discovery experience including claims negotiations and the preparation of expert witness reports. His engagement experience includes comprehensive schedule delay and other analyses for a wide range of projects, including:

  • $140 million delay, disruption and disputed extra work claim on a $600 million light rail project
  • A multibillion dollar budgeting and programming analyses of capitol programs
  • A schedule and damage assessment on a $400 million pipeline project
  • Delay and disruption claims on various capital improvement projects (roads and utilities) in New York City
  • $18 million delay and disruption claim on a $40 million site redevelopment project at JFK International Airport
  • A claim on an asbestos abatement job on a major portion of the Central Terminal Area at LaGuardia Airport
  • A delay, labor inefficiency and cost analysis on an $87 million claim involving a $1 billion Light Rail Project
  • Other process, infrastructure and building projects

Mr. Papachristos also leads and performs Risk Management and Management Consulting engagements, providing expertise in project, cost and value engineering management, including audits, contract administration, estimating, and bidding and solicitation advice.

He has worked on a broad range of domestic and international projects, including industrial and manufacturing plants, university and school buildings, processing plants and other special structures.

Prior to his work as a Senior Associate, Mr. Papachristos was a Director in the Dispute Advisory Services section of KPMG’s Forensic Practice managing and executing engagements relating to various construction issues. He also spent ten years with the Port Authority of New York and New Jersey in various roles of responsibility including Head of the Construction Management Division Claims Unit and Field Administrator of the Construction Management Division.

Mr. Papachristos’ previous experience also includes working with a Geotech Consulting Firm as an Inspector and Resident Soils Engineer on various projects through the Tri-State area.
