Florida Turnpike Operations Management System,
Florida
The Florida Department of Transportation (FDOT)
had contracted with a systems Vendor to
design, manufacture and install a
comprehensive toll operations management
system. The issues stemmed from technology
changes in hardware and software, Owner
changes, performance specifications and
interpretation of the complex design
evaluation contemporaneous with changes in
computer technology. Nielsen-Wurster was
engaged by FDOT to evaluate the Vendor's
claims (entitlement and impacts) and the
Owner's counter allegations.

Veteran's Expressway
Tampa, Florida
Nielsen-Wurster provided the Florida
Turnpike Authority with claims analysis and
expert witness assistance in the defense of
claims made by the contractors on the $150
million new construction portion of the
Florida Turnpike in the Tampa area. The
Project is approximately 16 miles of highway
including bridges, sound walls, access ramps
and toll plazas. Nielsen-Wurster's claim
analyses focused on the dirt hauling
inefficiencies due primarily to local county
interference by way of restricting truck
traffic on essential hauling routes.
Nielsen-Wurster evaluated the impact of the
restrictions on each Contractor and provided
assistance on the available options for
minimizing the productivity and delay
damages. Nielsen-Wurster was able to
successfully resolve several of the claims,
and provided assistance on the remaining
issues.
