Engaged by the Guam International Airport Authority (Owner) to provide Risk Management services and to advise the Authority’s Board of Directors on all aspects of the issues that arose between the Authority, Construction Manager, Architect and Contractor during Project execution. The Contractor filed many change order requests, alleging defects in the design, along with disruption and delay claims. Over a three-year period, claims and Project Management advice were provided, as well as reviewing Critical Path Method (CPM) schedules, developing scope of services for the Construction Manager, assisting in conducting the Contracting Officer hearings, evaluating claims, developing CPM schedules with the Contractor, providing expert testimony, and advising on alternatives for completion of the Project. All matters were successfully resolved by legal proceedings or settlements. |
