Vancouver Millennium Sky Train Project

Nielsen-Wurster was retained by SAR Transit
Joint Venture (SAR), the joint venture
Contractor for civil works, to conduct an
independent schedule delay analysis and
causation determination regarding the
delayed completion of the Sky Train Project
as originally established within the
Agreement between SAR and the Owner (RTP
Project 2000 LTD). Sky Train was a
design-build project for approximately 16
kilometers of elevated guide way through a
congested urban area, running alongside
operating railway tracks and busy highways
through environmentally sensitive areas. A
late notice to proceed, right-of-way issues,
and critical rail system and vehicle
requirements forced the Contractor to
reschedule the project three times.
Re-sequencing of work caused delay to the
critical path of the project.
Nielsen-Wurster calculated and evaluated the
delay through the project, the root cause
for each impacting issue, event or
situation; responsibilities for each issue;
and the resultant impacts. The matter
settled through mediation in favor of the
Contractor (Client).
